My last encounter with a dog was on my e bike, going quite slowly on a shared path, it tried to bite my foot. I rode away whilst fending of the dog with a push from my foot and shouting loudly at it to go home. I didn't kick it and didn't stop. Felt that by keeping moving I gave it less chance to engage with me properly.
Other than that, the worst place was rural Ireland, where people seemed to leave their dogs loose all day, whilst they went to work. I found the main roads safer, as rural roads were full of dogs on guard duty. I had one or two frightening encounters, I have always kept pedaling.
Spain and France again it's farm dogs mainly, often packs of three or four. Never stop. Keep pedaling and being aware as you pass isolated rural houses. Be ready to take avoiding action. I do have a bike pump of last resort, but have never needed it. I do feel firmly telling them to naff off helps me feel better.
