We have most often found the road closure signs to be suggestions only. Mostly we just try to get on through, and usually it is possible. The worst that happens is that we have to backtrack, like if the bridge is really out or the road is washed away, but that is classed as an adventure and not a problem.
This could be very helpful news for someone riding the Atlantic Coast. If you haven't already done so, you may want to post this in the Adventure Cycling forum as well.
The Atlantic Coast Route goes through the Delaware Water Gap National Recreation Area. Just south of the town of Delaware Water Gap, PA is a road closure. Adventure Cycling has posted a detour in its map updates. The detour includes a nasty climb and about 10 extra miles.
I went through the closure with no problem. Had to unload my bike to get over a Jersey barrier on the south end but I could ride around the barrier on the north end.
There was no one at either end monitoring the barriers.
