I see how you can view it that way, but I see it as satire on how motorists VIEW cyclist behavior even more than I view it as a satire on cyclist's actual behavior. The guys in the car are a caricature of motorists who dislike cyclists. It also appears to be a satire about motorcycle gangs.
I'm a roadie. I do not come to complete stops at most stop signs (safely, of course) and I've ridden on sidewalks and gotten mad at people in cars. I can laugh at myself and I'm not offended at all by this video.
Merriam-Webster on satire:
a literary work holding up human vices and follies to ridicule or scorn.
I think this video clip is holding up cyclists' implied vices to ridicule or scorn.
It is not suggesting any vices on the part of the men in the car.
If it is satire it is anti-cyclist satire, IMHO.
