Bumblebees are insects, just as are true bugs. Different orders though. True bugs are Hemiptera and bees/wasps are Hymenoptera.

Fuchsia... Not sure of the species, but from the photo, possibly Fuchsia magellanica from southern South America.

The insect is a flower fly (hover fly).

The flower might be a fall dandelion. There are several many petal yellow flowers in that area but that species seems to match your photo.
