I saw roads like this in Brittany and thought they were great. They were low-traffic (low motorized traffic, that is) and the impression was that bikes had priority. I suspect they formerly had a centreline with two narrow lanes and no shoulder and we've all experienced drivers who will not move over when passing cyclists, even though the other lane is empty.
