Yes, the British love hedges and often let them overgrow at road sides. They also trim them a lot, but just to get them bushier, I suspect.

We have had a few of these experiences, fortunately without the cars, so we just roll around them. Makes me appreciate the maintenance at home.

Openreach are in charge of phone/broadband cables. They are notoriously unreliable, which probably explains why they hadn’t actually showed up to dig their hole in the road…

But I haven't yet been able to turn up any credible or authoritative information or discussions about whether it's just coincidence or whether there's evidence (such as tool marks) that it was carved.

That lack of findings leads me to guess it's just a fluke of the light and viewing angle.

II is the least important, next up is II*, and the top level is I (in England; Scotland does letters, I think). The rankings more or less correlate to the historical/architectural significance of buildings, and they limit what changes can be made to it. (So, for example, putting new windows into a Grade II building is hard but not impossible. If the Pickled Frog were II* or I listed they might not have been allowed that sign. But if they weren’t listed at all, they’d probably be allowed a neon sign!)
