I told Joanna that was a pretty low rate compared to some campgrounds I have been at.
And the accommodations were the best!

I can only guess the story here. The refrigerator was on one of the legs of a triangle intersection. Blocking one side of the triangle wouldn't block traffic, just make it inconvenient.
I think someone was looking for an easy way to dispose of their old refrigerator and decided letting the county highway department take care of it was the easiest.
